New York, NY — March 24, 2026 — Gary P. Jenkins has been named Chief Executive Officer of Urban Pathways, a leading provider of supportive housing and services for individuals experiencing homelessness in New York City. A nationally respected leader in public service, Jenkins brings decades of experience advancing equitable housing policy and strengthening social safety nets.
Jenkins previously served as Commissioner of the New York City Department of Social Services (DSS), where he oversaw one of the largest municipal social service systems in the country, including homelessness prevention, public benefits administration, and emergency shelter services. His tenure was marked by a steadfast commitment to dignity, access, and systemic reform for New York’s most vulnerable residents. But for Jenkins, this work is deeply personal. Having firsthand experience with public assistance and the very systems designed to support individuals and families in times of need, he brings a lived understanding of both the challenges and the possibilities within those systems.
As CEO of Urban Pathways, Jenkins will lead the organization’s mission to end homelessness by providing safe housing, comprehensive support services, and a pathway to stability for individuals in need. His appointment comes at a critical moment, as New York City continues to confront widening inequality and an ongoing housing crisis.
“Urban Pathways stands at the intersection of compassion and action,” said Jenkins. “Supportive housing is not simply a service — it is a moral commitment to ensuring that every New Yorker has the opportunity to live with dignity and stability. Our work reflects what we value as a city, and I am honored to lead an organization that prioritizes those too often left behind.”
Urban Pathways has long been recognized as a leader in the supportive housing field, providing not only permanent housing but also mental health services, workforce development, and case management that empower residents to rebuild their lives.
Elevating the Moral Imperative
Jenkins’ leadership underscores a broader call to action: that prioritizing the most vulnerable is not only a policy decision, but a reflection of collective values.
New York State Assembly Member, Chantel Jackson, added: “The urgency of addressing homelessness in our city is not just a matter of budgets — it is a matter of moral responsibility. Every day we fail to act, we deepen the human cost of this crisis. Gary P. Jenkins is not only a proven leader, but a critical thought partner in advancing solutions that center dignity. His leadership reminds us that the true measure of this crisis is not what it costs us financially, but what it costs us as a society if we choose inaction.”
“At a time when too many New Yorkers are struggling to find stable housing, Gary P. Jenkins is exactly the leader we need,” said New York City Council Member, Althea Stevens. “His deep experience and unwavering commitment to equity will strengthen Urban Pathways’ impact and help ensure that our city remains focused on protecting those most at risk.”
Adam Heft, President of the Urban Pathways Board of Directors, stated: “Gary P. Jenkins brings both visionary leadership and operational expertise. His experience at DSS and his passion for social justice make him uniquely suited to guide Urban Pathways into its next chapter. We are confident he will expand our reach and deepen our impact.”
A Vision for the Future
Under Jenkins’ leadership, Urban Pathways aims to expand supportive housing capacity, strengthen partnerships with city and state agencies, and elevate advocacy efforts to ensure sustained investment in housing solutions.
“Ultimately, how we treat our most vulnerable neighbors defines who we are,” Jenkins added. “Urban Pathways will continue to stand as a beacon of what is possible when we lead with care, compassion, and an unwavering belief in human dignity.”
“The appointment of Gary P. Jenkins as CEO of Urban Pathways is cause for celebration”, said Jennifer Jones Austin, CEO and Executive Director, FPWA and Co-Chair of the National True Cost of Living Coalition. “With his extensive leadership background and wealth of knowledge and experience, the organization is poised to not only continue but to grow in its capacity to serve those in our community who are among the most challenged.”
“I am pleased to salute Gary for his new position as CEO of Urban Pathways, said NY Assembly Member Nikki Lucas. “His commitment to serving the needs of the residents of East New York, Brooklyn, especially to those who are most vulnerable are to be applauded. I look forward to continuing our work together.
